Your confusion, when it comes to understanding English, is understandable... There are many terms and phrases that, to non-English speaking people, just does not make sense...
I suppose a "Jam", in this case, is like a "Gathering" or "Meeting" of people of like interests. Similar to a "Convention". But everything is done on-line instead of in-person.
The difference with this Gathering is that everyone is competing to make the best game, based on the Game Jam guidelines, usually for either a prize or for notoriety.
